This is GDPR-compliant. There is absolutely no technical necessity to publish e-mail addresses of bug reporters. Tying bug-reporting to consenting to publishing your e-mail address thus is at least dubious, as is "implicit consent". Further, there needs to be a way to revoke consent – i.e. delete the account and stop the e-mail address being published. This option is missing. IMHO this is not GDPR-compliant. It is definitely not state of the art or a privacy-aware implementation. We both do not have the final say in this matter.
