E.g. plugging in an external monitor, keeps the panel(s) on the first screen - and if I sent up additional panel(s) they show up on the second screen. I.e. panels did become screen aware. As you can see also in previous messages on this bugreport, other users have experienced the same, i.e. for them this bug appears as fixed. While I have no idea if that reflects the majority of users, I also could imagine that this is the case, thus the "severity" of this bug has decreased.
