Review comment:
       It is the API. It should not happen that the api has a bug since every 
minior version is verified in RCs. The iml is in another place - plugin deps.
   It is not mandatory but it declares that the code can be compiled against 
the api but the impl can be newer or customized. In terms of versioning you 
should be able to use 5.8.x, 5.9.x, 5.10.x implementations. That's how the 
junit team has designed the abstraction.
   Of course, you can use impl 5.8.2 instead of api but then you will see the 
implementation details in your code.
