David Smiley commented on SOLR-14583:

Or maybe prevent both options from being used together if they are not designed
to be? (plus document so).  I defer to James.

As a user of the spellchecker years ago, and trying to write about it in a book
years before that, I found the spellchecker to be a bit confusing to use.  I
don't recall if it was related to this Jira issue or generally reasoning about
it's response.

> Spell suggestion is returned even if hits are non-zero when

> SOLR-4280 added to support fractional support for
> spellcheck.maxResultsForSuggest. After SOLR-4280,
> {{spellcheck.maxResultsForSuggest=0}} is treated same as not specify the
> {{spellcheck.maxResultsForSuggest}} parameter. This can cause spell
> suggestions to be returned even when hits are non-zero and greater than
> {{spellcheck.maxResultsForSuggest}} (i.e, greater than 0)
