Review Comment:
   I've checked the server-side (i.e. RESTCatalogAdapter) of the code a bit 
more deeply, and apparently the result code it sets in the response is either 
200 or the one associated with an Exception. It can't even send 204. So based 
on this, we still need the new exception class to send a 304 error code from 
the reference IRC, or we'd need a bit of a restructuring of the handling of the 
response codes in `RESTCatalogAdapter` and `RESTCatalogServlet`
