For most proposed members, the evidence clearly meets the test you adopted: commits, reviews, release management, compliance, and governance during incubation. For at least one, possibly two, though, the cited contributions are pre-donation founding work. That work is real and valued, but under your own criteria, it is pre-donation history and promotion, not incubation-era contribution or governance. As noted earlier, "merit never expires" applies to existing committers and PMC members; it isn't a basis for a seat on a new graduation PMC. Nor should a person's title or position in a company be a factor, which appears to be part of the rationale here.
