Rafal, If the PPMC is dormant, then there is a much more serious problem with the podling then needing to vote some committers. I do not believe that the incubator will add committers based on a request from a non-PPMC committer, however carefully prepared. There has to be a PPMC vote, which means that there has to be a PPMC.
I think we need the existing mentors to join this discussion. The HISE project page is not encouraging reading, given the lack of status reports and the many unfilled boxes. I think we can count on the mentors to at least respond to this thread.
