You seem to be indicating this is the fault of DNS itself, and not the tool that you are using to display the contents of DNS TXT RRs. If the tool you have chosen does not have the ability to detect non-ASCII content in TXT RRs and display it the way you want it to be displayed, you should take that issue to the maintainers of that tool. As you've noted, the streams of bytes do not contain any indication of their content and yet tools like 'less' and 'file' are able to infer that they contain UTF-8 encoded text, so the DNS RR display tool should be able to use the same method for detection if that is desired. Nothing you have demonstrated indicates this is it 'not possible with DNS', only that the tools you have chosen do not have the ability to do it today.
