RFC 1035 says about TXT record:
TXT RRs are used to hold descriptive text. The semantics of the text

Let's keep in mind that two discussions became intertwined in this thread:
1. The initial question, which evolved into a broader discussion on
character encoding in DNS.
2. My example clarifying RDATA handling in draft-davids-forsalereg.
I welcome ongoing input and the broader discussion, and Petr and I may
even explore drafting clarifying recommendations.
That said, I prefer not to pre-emptively include such guidance in my draft.
The current text seems sufficient and in line with the style and intent
of other I-Ds and RFCs:
It includes a paragraph ensuring interoperability (e.g., input from a
sender such as 'この美しいドメイン名を購入してください。' is correctly interpreted
by the receiver) and cautions in Security Considerations on careful parsing.
The rest belongs in the broader discussion, as far as I’m concerned.
