I think that handles the case nicely. I might add this:
Internationalized Domain Names (IDN) MAY be expressed as A-labels as
well as U-labels [RFC5890], with the U-label form in escape sequences as
described above.
That makes it crystal clear that the U-label form isn't a separate way to
specify how the data might appear in the zone or on the wire.

Not at all. I just wasn't really paying attention when 9839 was created so I
was less familiar with it. It seems to me to do enough for this case because
of the additional citation of IDNA. I think if an implementer can't figure out
what the codepoint limitations are in that case (especially since the domain
names have to be either A-label or U-label form, so there's an input function
that's deterministic), then they probably shouldn't implement this at all.
