One thing that is a big shortcoming of the current wiki template, for
changes that have multiple owners, is that it's not clear what the
format should be.

I learned the hard way that the only format that works is if there is
only one name and one email field, with Change owners listed in CSV
form. But I've seen changes that have the equally-valid-seeming one
name/email field per change owner, and only the first owner listed gets
processed by the scripts...
