They only have an debian-13.2.0-amd64-netinst.iso, I was hopeing to find
a copy of debina-11...iso.

I do believe it will still attempt to setup the network and will ask you if
you want to use a network mirror that’s for after setup. It may also ask if
you want to use the network instead of the local packages on the DVD. So
just read the install steps carefully.
