If I recall correctly (I have used it long ago), the b43* firmware packages do not include a firmware but a utility to download a driver from Braodcom and extract the firmware from it. This being due to Broadcom redistributing policy being restrictive. So, legally, the firmware is downloaded by the user from Broadcom, it is not distributed by Debian. This makes sense for a non-live Debian distro, but does not make sense for a Debian Live distro because essentially it is read-only.
