I have tested this out on the Debian Trixie Cinnamon Desktop live CD. Which also has Cinnamon 6.4.1 the same as Debian Sid. I did install python3-six and I found I was then able to launch Cinnamon Control Center.
Another post I found on the web said that installing python3-pam also works. I then tried it with python3-pam first removing the python3-six and that also fixed the problem. So it does seem that either python3-six or python3-pam must be installed in order for the Cinnamon Control Center to work. Cinnamon Control Center also works with both libraries installed, though I am not sure if you need to have both, just one of those libraries will work. My suggestion to the Debian Team is that either python3-pam or python3-six or possibly both these programs should be included in the install of the Cinnamon Desktop, including Cinnamon Core. That is they should be bundled in with the desktop along with the other files that are needed to run Cinnamon. Because both these libraries are needed or at least one of them must be installed in order for the Cinnamon Control Center to work. Also new users are not going to know that these 2 libraries are missing. So both python3-six and python3-pam must be added to the installation of the Cinnamon Desktop.
