It seems a bit pointless to start doing the work on how to change the
default to systemd until that was actually decided.  Once we have a
decision (and assuming that the default will be systemd), I was planning
on starting at looking at how to best do the transition.

So maybe not blocked as such, but «annoyed and unwilling to spend effort
that might be wasted».
