I have a lot of sympathy with Ian's position here, hence my previous FD votes; I think we do need to finish hashing this out, and it was valuable to run the combined votes (even abortively) since the combination certainly could have made a significant and important difference. However, looking through the votes cast so far, I do not see how separating them is actually going to make a discernible difference to the outcome of either part, and so I don't feel that I can personally justify holding things up any more for this.
