It's not. All ballot options have to have a majority above FD in order to be eligible to win the ballot. At least one more person has to vote another option above FD for there to be a winner other than FD. If all remaining TC members vote FD first, FD wins. That would be the way of indicating support for Ian's position that we should not hold independent votes. If all remaining TC members other than one vote FD first and the remaining one votes something else first, that option wins, since our resolution method fails later-no-harm spectacularly. As Steve points out, all those who have voted so far have voted in explicit disregard to this possibility. I did so on the grounds that I refuse to vote tactically at that level, and it sounds like Steve is of a similar feeling.
