James is correct. To use the OOTB ITSM 7 Flashboards, you need to have a Flashboards Server license. Otherwise, Remedy will pick 5 of the two dozen Flashboards that come with ITSM and disable the others.
Remedy does not care how many times a Flashboard has been viewed, just how many you have created.
