James is correct.  

To use the OOTB ITSM 7 Flashboards, you need to have a Flashboards Server 
license.  Otherwise, Remedy will pick 5 of the two dozen Flashboards that come 
with ITSM and disable the others.

Remedy does not care how many times a Flashboard has been viewed, just how many 
you have created.

My understanding is that only the first 5 flashboards that are created
or exist on the system, will be available to view.  If you create a
6th flashboard, you will need to delete one of the first 5 in order to
use the 6th and restart your web server or ARServer as well.  I am not
sure what needs to be restarted to reset the counts.  I don't think it
has anything to do with how many times a working flashboard has been
viewed.
I think OOTB ITSM 7 has more than 5 flashboards configured.
