Yes, nobody is clueless enough to make a $20k link and try to sell it to
the big four US cellular carrier (and european carriers like vodafone,
orange, etc) without modular optics.

These manufacturers are hoping for a big purchase commitment from a company
like T-Mobile. In 80 GHz, sales to non-ISP MNOs is one of the reasons why
Bridgewave(Remec) has been so successful financially, relatively, and
E-band has like 5-7% of the market.
