As to answering the question: I am unsure; perhaps. I filed that bug six months ago and I use Solaar only when I have trouble pairing devices. I think I have not used it (Solaar) since I filed the bug. If I encounter anything like this bug again - even now that I have 1.1.14 - I will either add to that old bug report (the 2623 one) or open a new bug report (on that same tracker).
