Hi, 99designs might be an interesting option. On the other hand I am not sure their process <http://99designs.com/help/howitworks> is optimal for Solr case:
1) the one who calls the contest is the one who rates individual pieces (that is how I understand it). How exactly this is done I don't know. Does it mean that they give the opener an account and this account is then used for rating? This would mean that this account whould have been shared by community members...
