Hi, Don't know whether it been mentioned yet in this thread ... have you looked at http://99designs.com/ (from sitepoint.com)? We have used this numerous times to get logos and websites designed.
You set-up a competition and offer prize money and award it to the design you think is best (currently there are 18,054 designers registered on the site). You can provide feedback and get updated designs.
