separate application entry point from authentication, in PAM; it is the
responsibility of the calling application to handle a return of
PAM_NEW_AUTHTOK_REQD from pam_acct_mgmt(), indicating that the user must
change his password.
I'm skeptical of the assertion that this is a bug in PAM given that
sudo/login are reported not to be affected by the problem, but in any
case it's fixed in more recent releases, so marking this bug as 'fix
released'. If someone is able to narrow down the source of this
problem, we can consider it

I was able to reproduce the wondershaper behavior with iproute
20071016-2ubuntu1 from the hardy 8.04 release. I can confirm that the
iproute package in hardy-proposed, 20071016-2ubuntu2, does fix the
behavior when wondershaper is started. The rate limiting that
wondershaper does is also set up more
kern.log.0 file.

Other concerns notwithstanding, this package in fact does not violate
the FHS. libgems-ruby does not itself install any files under
/usr/local, nor AIUI is it intended that this be used to create other
packages which ship files under /usr/local (or that modify /usr/local at
install time).
