I downgraded to NVIDIA 275.43 and the problem is gone, so it appears to be a
problem with recent Nvidia drivers.
I don't know of a good way to downgrade though, I just removed nvidia-current
and nvidia-current-updates, blacklisted nouveau module as well as plucked it
from initramfs and installed

you misunderstand how window switching in gnome-shell and unity are supposed to
work. The dock on the left is not a windows switching mechanism but application
specific.
You switch to an application, then you switch between it's windows. Or directly

Problem is still there for me in unity 3.8.12. Sometimes tooltips do not
disappear and stick. I cannot give steps to reproduce as it seems to
happen randomly. It's usually connected to a workspace switch though as

Hmm, why not leave it up to the users if they want that button there or
not. There is a lot of functionality in the navigation toolbar that can
also be accessed from the menu. And this one is quite confusing, you add
that icon in the "Customize" view but it disappears later.
