Same issue here.
Clean 13.04 install on Dell Latitude E6400.
No problem in 12.10 (booted from USB stick).
No errors in WinXP.
NTFS USB HDD does not mount in 13.04.
No tests/checks done, dont want to corrupt content.
Guess I'm moving to 12.04LTS.

Thanks for your comment, but it shows a small misunderstanding. I am not
trying to extract files from an archive, I am trying to create an
archive using rar. The ubuntu environment indeed uses UTF-8, and rar use
to be able to handle these filename quite fine (as I mentioned, on Lucid
and
accent [whether the accent is in a
folder name or filename]). The issues shows up in the command line
version of rar, and in file-roller as well.
On Lucid (rar-3.90beta2) and Maverick there is no such issue.

gparted failed, or if another OS I installed before updated the

I have resolve this bugs:
1) nothing
2) I make a patch to disable this ;-)
3) Now debconf ask login and password for OBM global admin, so i upload new sql
file to remove all default users.
Do you have other suggestion to main inclusion?

I just wanted to point out that this bug made adesklets package borrowed
from Debian unusable on the amd64 platform for all Ubuntu releases since
Feisty. If it gets closed without having a direct confirmation it's no
longer a problem (and I don't see how I wouldn't be) because no one
care, I think
I haven't checked myself, but since 8.10 beta comes with Python 2.5.2
(package 2.5.2-1ubuntu1 at the time of writing), it's likely. I still
get amd64 Ubuntu users writing me about this on a regular basis: the fix
provided above always proved sufficient to them so far.

I'm the guy who helped merge the lcd filtering patch upstream. Tobias analysis
is right, Cairo uses the lcdlegacy filter by default if nothing is specified in
the Xrm database or in the Fontconfig configuration (which is what you have
from a clean Ubuntu install).
