This is not a fontconfig issue. The fonts authors (Bitstream) botched
the font family naming.
Fontconfig correctly groups fonts based on their family name. Bitstream

Well yes, that's true.
However, it currently does not look good in any of the environments.
I'd rather have it look good in one, then in none.
Also please remember that Ubuntu is a GNOMEish distribution primarily.
Besides I think the default XFCE and GNOME color schemes are reasonably
similar.
Please note that this is a bug that occurs with all 'ITC ...' fonts.
It's not isolated to this one.

uninstalling it won't pull OpenOffice.org with it.

This is a screenshot of a broken notification without the DejaVu fonts
installed. Installing the DejaVu fonts is a simple workaround. But
having the same font installed twice (DejaVu&Vera) is silly.

This is a test PDF containing the font in question.
The problem doesn't show up in Evince, but does show up when the file is
viewed using 'gv'.

I just tried that document too... But I noticed it was generated by
Cairo... which is a graphical library, not a text processor...
So I wouldn't be surprised if the PDF itself is the problem here... But
this is just speculation...
Has anybody tested that PDF in the official Adobe Acrobat Reader?
On my system, Evince works similar...
