libspectre - 0.2.7-2ubuntu3 does not solve the problem for me.

Fn keys have nothing to do with the driver. On my laptop they work. The
problem must be somwhere else.
No, you do not need to restart psmouse any more, ever after updating kernel.
You need to do it only first time after install.
And as mentioned above, I will try to fix this small issue.
