I could only fix it by the specified workaround (dpkg -i --force-
overwrite didn't help a little bit).
When running polkit-gnome-authorization I see no network-manager
section, which older network-manager (0.7 from debian) used to have. I
don't know whether that is by design or not.

Additionally I can't switch between networks because the menu doesn't appaer.

I can confirm this issue occurring immediately after an attempted
upgrade from 9.04 to 9.10. I was only able to repair the problem by
manually editing the Network manager.conf file as described above. As
with the user above (Marcerino) there was a similar problem between 8.10

In fact, I think it started when I updated to 9.04 (or soon after). Hoping
it would be fixed by updating to Karmic, but that did not help.

Sometimes the nm-applet doesn't start after logon.
I will test your fix - perhaps it works at my machine, too!
