The problem also occurs for the first session on my machine.

In fact, I think it started when I updated to 9.04 (or soon after). Hoping
it would be fixed by updating to Karmic, but that did not help.

NetworkManager is running, so often a network connection is established, but
you need nm-applet to switch networks and sometimes to connect to a new
network...
