I can confirm this issue occurring immediately after an attempted upgrade from 9.04 to 9.10. I was only able to repair the problem by manually editing the Network manager.conf file as described above. As with the user above (Marcerino) there was a similar problem between 8.10 and 9.04, at which time it was remedied by reinstalling the policykit package for me.
