I can see in the journal that it doesn't have any records of the
configuration files networkd is supposed to use. And from your previous
comments, all the files are there (in /run/systemd/network) and have the
correct permissions.

Please find attached a "journalctl -u systemd-networkd" from a boot with
netplan.io Package 1.0(OK) and then with 1.0.2 (nOK)
Maybe can you find a hint there.

I'm still not sure of what could be wrong, the networkd files are being
generated, their permissions are correct...
When you say that the configuration is not applied, do you mean that
absolutely nothing is applied?
Please, check the systemd journal with: journalct
I replicated the issue again
a) updating the packages ( from 1.0-2ubuntu1 to 1.0-2ubuntu1.2 )
b) reboot
c) ---> no network config
I then run "netplan --debug apply" and "netplan --debug generate"
then reverted back to the old packages and rebootet again -> everything
is OK.

What are the permissions of the directory /run/systemd/network and the
files inside of it?
Can you paste the output of "ls -la /run/systemd/network" here please?
Do you see any "permission denied" kind of errors in the systemd-
networkd journal related to files from /run/systemd/network? (journal
I didn't expect any errors in the netplan configuration since it has been
working since I installed this server - because I also do not see any erros
with "netplan apply" or "netplan generate".

- Immediately after updating the netplan packages to "versions
1.0-2u

Note: I set-up a Noble container running the latest Netplan version and
copy&pasted your configuration from above. It seems to apply without any
issue.
