I replicated the issue again

a) updating the packages ( from 1.0-2ubuntu1 to 1.0-2ubuntu1.2 )
b) reboot
c) ---> no network config

I then run "netplan --debug apply" and "netplan --debug generate"

then reverted back to the old packages and rebootet again -> everything
is OK.

Please note, that my config example I delivered to this bugreport was 
simplified ( but also never worked with the latest packages)
So, do not be confused if you see more interfaces listed above as in my 
original configuration
