CDE is as far as I know a commercial product.
For something similar, try KDE (http://www.kde.org), or perhaps GNOM

I have just installed CDE and et looks to work fine if I start using init
/usr/dt/Xsession
but if I login as root and run dtlogin I get the cde login screen I then
write the username (not root) and the passwd, the after sometime the it
returns to the login picture.
