user/group space. To avoid this, when I compile Cyrus I just do:
./configure --with-cyrus-user=cyrus --with-cyrus-group=cyrus

sieveshell -u user1 -a user2 server
Perhaps user2 would be able to edit the Sieve script for user1 if
user2 had the "a" ACL on "us
