Rescanning for USB devices?

If I unmount a device, and I want KDE/GNOME to rescan the bus for devices to mount with pmount *without* having to pull the device and re-insert it, what is the best way to do that? I find this is something I have to do rather often, and a command-line option for remounting unmounted media would be

My monitor timout and DPMS have been acting really wacky since I upgraded to Lenny. In X the screen blanking behaviour will often turn off my monitor instead of just blank it, and then the DPMS will turn it back on. I have checked what xset says, and it says that the monitor is on during blanking
