Linking capi4hylafax staticaly against libcapi20 included in the
isdnutils_3.3.0.20041110-1 package solved the problem for me. So maybe
it's a bug in the actual libcapi20.

Upstream has actually rejected my patch to special-case overquota as
temp errors, and treat the rest as perm errors; instead, they've
included code that always throws a temp error if mail delivery fails..
