i totaly misunderstood your bug-report. Here is what i got:
In previous versions (like yours 1:0.7.1-1.5) racoon had no stop-link in
the runlevels 0 and 6 (halt and reboot) so that was triggering sendsigs
to kill the remaining processes.
Since 1:0.7.3-1 there are also links in runlevel 0
rding to https://trac.ipsec-tools.net/ticket/329 that
this might really have been solved in a more recent version.
I'm going to close this bug then soon but it would be nice to get a
positive response from you Pavel.

equipment only some cisco PIX devices. To be honest i always like to
narrow down such problems or to just make sure the problem is gone
in recent versions so we can archive this.
