linux-headers-5.10.0-4-amd64 version 5.10.19-1 ships the necessary
files and I was able to build virtualbox-dkms kernel-modules:

I applied Craig's procps_manpage.diff on top of latest manpages-10n
Git.
I see double entries "kill.1" for manpages-de:

With the attached debdiff on top of Helge's 4.9.1-1 tarball I was able
to co-install latest procps, psmisc and (pending) manpages-de.
Check with dpkg:

I filed Debian Bug #982372 "manpages-de: procps: File sconflict
