I've found the cause of the problem and it has nothing to do with
okular. The problem was (is) that ifupdown2 fails to bring up the lo

The subject says it all. I'm quite surprised no one noticed this bug
until now, since libc6-dev suggests locales.

I've done some tests. My linux box runs Sarge with courier-mta. With kernel
2.4.27 SpamAssassin began using 98% cpu and filled up all available virtual
