PGF requires e-TeX. Try with etex, pdftex, luatex, or xetex.
Requiring e-TeX is a good assumption in my opinion because it was
introduced in 1998, i.e. is 20 years old today.

The root cause for this seems to be in a change of pgf code.
The fig2dev testsuite runs
