The upstream devs say that the file will be removed in the 2.0 release of
CouchDB, but that they are trying to contact the author to clarify the
terms for us.

I think the new uploaded akonadi version (1.13.0-1) fixes more db upgrade
cases, but I haven't had any issues with the previous upgrades so it's hard
for me to be sure. Could you please confirm if it fixes the issues you had
with the 1.12.1 version?

I, too, would like to see this added to the default main.cf file
distributed by the postfix package. With this simple change, more
servers would be using server-to-server encryption. Those whose setup
require them to disable such opportunistic encryption can always change
the value for smtp_tls_sec
