I could run the inferior picolisp process by editing
/etc/emacs/site-start.d/50picolisp.el
and changing this line:
(setq picolisp-program-name "/usr/lib/picolisp/plmod")
to this:

Reverted to 1.7.7 core and matching evdev got things working again, using
debian-provided fglrx and kernel 2.6.38.
