wouldn't it be possible to at least make the en_US.UTF-8 locale forcibly
generated, so that it can't be deselected by dpkg-reconfigure locales?
If this one isn't installed, many apps break when I ssh from an OS that
uses exclusively UTF-8 to a Debian box.

Yeah, this is a problem with soappy using a really outdated XML
schema. I've hacked a fix for this into soap.cgi now, but this
probably should be fixed in soappy.

I'm seeing this in a lot of other programs -- it appears to be a
misfeature of the new experimental glib. I'm not sure how an
experimental version of glib got pulled in on my system, nevertheless
it's there.
