Hi,

While debugging a problem with oprofile, I needed to rebuild it with
debug symbols. I noticed that it ignores the standard (policy 10.1
recommended) environment variable setting DEB_BUILD_OPTIONS=noopt and
compiles everything with -O2 even when it is set.

There's a helpful snippet of code for the rules file in policy 10.1
for implementing support for noopt. Please consider supporting noopt
just to make debugging problems easier. Most packages do :)
