elinks says, 'Unable to retrieve https://crates.io/crates/clap: SSL error'.
lynx shows an otherwise empty page body with a hint, 'For full
functionality of this site it is necessary to enable JavaScript.'
Definitely, those URLs don't work very well.

Dependencies affect the package that uses them, and the maintainers
should understand that.  For example, if some of them are nonfree,
then your users can't use your software in freedom, and that would
be incompliant with Savannah hosting reqirements.  Another example
is incompatible licenses; even when the dependencies are free,
they may render your package proprietary.
