I'm unfamiliar with the exact behavior of vnc in RH8.0. I tend to use VNC
I've compiled and installed myself, as such I frequently encounter the
problem your running into.  My ~/.vnc/xstartup file generally executes "twm
&" or "gnome-session &".  If you don't do this you won't get a window
manager, like you pointed out.   

As to why it works for root and a not a user I'm not sure.  Do they both
have ~/.xinitrc files in their home directory?  You might want to look at
/etc/X11/xinit/xinitrc and see if it looks in the users home directory.

n RH 8.0, VNC server appears to have a permission problem.
If VNC server is ran as root, It connects, giving one control of the
desktop. If VNC server is ran under a user account it will connect, but
it only displays a gray screen and a cursor.

I have searched Google and the RH site. I did not find an answer.

The VNC FAQ says the windows manager for VNC is not being started. 

This is shown in the VNC logs. The user session does not start a windows
manager for VNC, but the root session starts .ICE-unix/18455.

The startup script is the same in root and user.

In RH 8.0 this is:
.vnc/xstartup
exec /etc/X11/xinit/xinitrc

The symptoms are the same when connecting from Mandrake or Win98.

I'm getting lost at this point. Thanks in advance for any help.
