I certainly think so for Dell. My company has had nice luck ordering various workstations and servers from Dell preconfigured with Linux. Dell did a solid job on the installation. Had no complaints about the linux installation. Now, I don't know what the price they charged was. But we live in a freely capitalist society, and Dell and IBM are free to charge what they want. As long as they are doing good installs, they are doing their job and I won't complain.
