Thomas,
Where did you get the idea that mouseconfig was not for X?
What do you think Xconfigurator calls to do mouse configuration? It sure
looks like it's mouseconfig! If you read the man page on mouseconfig:

"mouseconfig - configure mouse for use under Linux

mouseconfig sets up the necessary configuration files and file links
to use a mouse on a Red Hat system..."

Further, if you look at the contents of /etc/sysconfig/mouse
(one of those mouse configuration files) you will see:

both MOUSETYPE and XMOUSETYPE variables defined. Does it sound like
it's for X, too? :-)

As I said, why go through monitor and video card configuration with
Xconfigurator if you don't have to? Now, if you don't remember that
there is a mouseconfig, or you don't know or remember the configuration
files and links to check by hand, then using a tool you remember such
as Xconfigurator is ok, just more work (and you could inadvertantly
screw up your video settings if you suddenly went mad during the monitor
configuration). Nice thing about linux: there's always more than one
way to accomplish the task. What's the right way? The one you find
first that works! :-)

Now, Jimmie is still not out of the woods yet. He still has to find
the right serial mouse type (and verify that the port and mouse are
working at all, not to mention that switch mentioned earlier).
Persistance here does pay off, though.
