I finally found the probelm. My ISP is sort of weired. It expects a string "set port ppp enable" instead of just "ppp" upon login. I modified the wvdial.conf (which is used by WvDial) file, and now I have the pppd working fine for me. However, all these were done with the debug function in RP3. When I start RP3, the modem just does not dial! Only those LEDs flash. I tried minicom and debug funcion in RP3, it seems nothing wrong with the modem settings and AT commands.
