Just did this for a public computer in a hotel. What you have to do is install KDE 3.1, which is not released by Redhat yet. There is a KDE on Redhat http://kde-redhat.sourceforge.net project that has RH8 KDE 3.1 RPMs.
KDE 3.1 supports Kiosk mode where you can lock down every application. Read the Kiosk HOWTO at http://developer.kde.org/documentation/other/index.html Also, http://www.linux-mag.com/2002-11/kde_01.html will help.
